Out of the others, I'd easily go with NFS Heat. It's nothing we haven't seen before, but if you enjoyed the likes of the NFS Underground series, the original NFS Most Wanted or the the 2015 NFS game, then you should enjoy Heat quite a bit.
Most Wanted 2012 is genuinely a pretty good arcade racing game and it was on sale in July along with all the other available NFS games on Steam. Most Wanted 2012 multiplayer is also pretty good with great variety in the different car types, modes, and events.

All we racing drivers want are a large map. Amazing customizations which nfs has. And aspects from test drive unlimited. Like gambling and buying houses and shit. Imagine racing for slips or betting your car. Like I am not afraid of losing progress. And it would be amazing if nfs redesigned itself. I gotta give it up for heat though.

2015 is basically Heat prequel, 12/10 would force people to play. Also, it probably has even better graphics than Heat. Gameplay wise Heat is better though, but it has pretty much the same customization range as Heat. Not sure how active online is I don’t play it much anymore. I feel like FH4 has a lot more to do, more realistic, more cars, just more everything. Both are great games if you want more of a most wanted vibe I’d go with Heat
If you ignore the quick travel options NFS MW gives you, the act of travelling between races in the open world feels quite modern, the random police patrols, and even civilians calling you in for dangerous driving adding to the increased police presence provides a great gameplay loop.
